Online Public Services: A New Step in Vietnam’s Digital Transformation

Mục lục

Starting from October 1, 2025, following the Prime Minister’s directive, 25 essential public services directly related to citizens’ daily lives must now be processed online via the National Public Service Portal or the VNeID application.

This marks an important milestone in Vietnam’s national digital transformation strategy, aiming to build a transparent, modern, and time-efficient public administration system for all citizens.

10 Public Services under the Ministry of Public Security

Citizens will now need to complete several administrative and security-related procedures online, including:

  • Verification of personal identification numbers.
  • Issuance, renewal, or replacement of citizen identification cards.
  • Registration of permanent, temporary, or short-term residence, and notification of guest stays.
  • Registration and issuance of motorcycle and motorbike license plates.
  • Issuance, renewal, or correction of regular passports.
  • Issuance or renewal of driver’s licenses.
  • Issuance of judicial record certificates.

This transition shortens processing times, reduces waiting periods, and ensures greater transparency in managing citizens’ personal data.

6 Public Services at Commune and Ward Level

In addition to police-related services, local authorities at the commune and ward levels will also implement online processing for six common administrative procedures, including:

  • Registration of births, deaths, and marriages.
  • Integrated registration of birth and permanent residence.
  • Issuance of health insurance cards for children under six years old.
  • Integrated registration for death, deregistration of residence, and funeral allowances.
  • Registration of land and housing changes.

These procedures account for a significant portion of local administrative workloads.
By moving online, local governments can reduce in-person processing burdens and provide greater convenience, especially for citizens in remote areas.

Other Sectors Implementing Online Public Services

Alongside these areas, several other sectors will also require the use of online public services, including:

  • Electricity: new electricity supply, transfer of ownership in electricity contracts.
  • Education: registration for high school graduation exams and university or college admissions.
  • Labor and Employment: registration for and settlement of unemployment benefits.

Many administrative offices have now displayed QR codes providing step-by-step instructions, allowing citizens to scan and complete procedures online directly from home.

Benefits of Online Public Services

This policy is not only a technological step forward but also offers practical benefits for both citizens and the government:

  • Time efficiency: citizens can submit applications anytime, anywhere.
  • Process transparency: easy tracking of application progress.
  • Cost reduction: no need for printing, travel, or multiple paper submissions.
  • Enhanced state management: data synchronization improves monitoring and accessibility.

Most offices that previously accepted only paper-based submissions now provide both digital documentation and support staff, especially to assist elderly citizens.
The comprehensive adoption of online services also lays the foundation for a modern digital administration, driving the development of e-government in Vietnam.

The shift to online public services represents a significant milestone in Vietnam’s administrative modernization, delivering real benefits to citizens in the digital era.
The success of this initiative depends on both public awareness and participation, as well as the technical capacity of administrative agencies to operate and support the system effectively.

If you live or work abroad, understanding these new online service policies will help you save time and effort when handling administrative matters related to Vietnam.
